BALLOT Article 9   Nov. 7, 2023

To see if the Town will vote to establish an account called Deepvale Capital Project Account and
transfer the unexpended balance from the Hollandville Capital Project Account into the
account to include water and sewer projects for Emery Corner Road and Central Avenue.
Note: This warrant article requires no new funding.

On 11/7/2023 the citizens of Limerick voted to establish a Deepvale Project and move any residual funds from the Hollandville Project into the new capital project.


On Nov 7, 2023 the citizens of Limerick voted to establish the Deepvale Capital Project and move any residual funds from the Hollandville Capital Project into the account.  Results above.


The Revitalization Committee met on Monday Dec 4, 2023.  Agenda:  preliminary steps for the Deepvale Water & Sewer Project.  Trustees from the Limerick Water and Sewer District attended.


Articles for the March 5, 2024 ballot have been submitted to both the Budget Committee and Selectboard and both representatives from the Revitalization Committee and Water & Sewer District  have discussed details at their meeting with them. 12/26/2023


The LMI Survey was taken in December and a Letter of Intent was submitted 1/12/2024 by Community Dynamics Corp. for consideration for a Community Development Block Grant for the town.  If invited to submit a grant request, the application is due March. 31, 2024. 1/12/2024


Invitation to Apply

The Office of Community Development (OCD) has reviewed the Letter of Intent to Apply submitted by
the Town of Limerick on January 12, 2024, for the 2024 Community Development Block Grant Public
Infrastructure Grant program. Our review showed that the Town has met the requirements established by Title I of the Housing and Community Development Act of 1973, as amended and the State of Maine CDBG program. Therefore, the Town is eligible to submit a Public Infrastructure application for the activities outlined in the Letter of Intent.

The Town of Limerick will hold a Public Hearing on Monday, February 26, 2024, at 6:00 PM at the Municipal Building, 55 Washington Street, Limerick, ME in the media room to discuss an application being submitted to the State of Maine CDBG program for a Public Infrastructure grant program. The purpose of the grant application is to replace water and sewer mains on portions of Central Ave, Emery Corner Road and Watson Hill Road. Public comments will be solicited at this Hearing and will be submitted as part of the application.  All persons wishing to make comments or ask questions about the grant application are invited to attend this Public Hearing.  Comments may be submitted in writing to: Alesha Buzzell 55 Washington Street Limerick, ME 04048 at any time prior to the Public Hearing.  TDD/TTY users may call 711.  If you are physically unable to access any of the Town’s programs or services, please call Alesha Buzzell 207.793.4475 so that accommodations can be made.

Recommendation for CDS Grant - Deepvale Project


Town of Limerick for Water and Wastewater Infrastructure Improvements Recipient: Town of Limerick  Project Location: Limerick, ME  Amount Requested: $1,600,000  Project Purpose: To upgrade water and wastewater infrastructure in Limerick.

The Handicap Accessibility  and Revitalization Committee is working with the Water District on the Deepvale Project which encompasses work on Emery Corner Road and Central Avenue, replacing infrastructure that is over 100 years old.  A Project request to our Maine representative and senators was submitted this Spring of 2024.


In June 2024 both Senator Collins and Senator King  selected and recommended to the Senate Appropriations Committee that the Limerick Deepvale Project be funded for the requested amount of $1.6 MM.


On July 25, Senator Collins advanced the Request to the Senate for a Congressionally Directed Spending Project for the Town of Limerick in the Appropriations Committee.


In Washington D.C. the House and Senate are reviewing these requests the week of 12/12/2024.  If passed by both House and Senate it will become part of the 2025 Budget, which will need to be signed by the President.


We also have applied for a Community Development Block Grant which we are scheduled to hear about in March of 2025.


If funding is secured, the Deepvale Project is scheduled to take place in 2026.  

 

During 2025 the committee will continue to seek out more grant funding that will help the Town.

Ballot Article 20 March 5, 2024

Shall the Town vote to transfer $125,000.00 from the American Rescue Plan Act (ARPA Town of Limerick) fund account to the Capital Project Deepvale Revitalization Account to be used only as matching funds to obtain grants.


Ballot Article 21 March 5, 2024

Shall the Town of Limerick vote to approve the use of funds from the Capital Project Deepvale Revitalization Account for grant writing and professional services for the acquisition of funds and implementation of the replacement of the water and sewer lines for the Deepvale Project on Emery Corner Road and a portion of Central Avenue in the lower village, including but not limited to the Community Development Block Grant Program.


Ballot Article 22 March 5, 2024

Shall the Town of Limerick vote to approve a Community Development Block grant project for the following program and dollar amounts:
Program: Community Development Public Infrastructure Amount: $1,000,000.00
and to submit the same to the Department of Economic and Community Development and if said program is approved, to authorize the
municipal officers to accept said grant funds, to make such assurances, assume responsibilities and exercise such authority as necessary
and reasonable to implement such programs. Furthermore, the Town of Limerick is cognizant of the requirement that should the
intended National Objective of the Community Development Program is not met then all Community Development funds must be repaid to the
State of Maine Community Development Program.
